Policy Papers

The Irish Deaf Society (IDS) develops policy papers to influence change, promote equality, and strengthen the rights of Deaf people in Ireland. These papers outline the Society’s position on key issues that directly affect the Deaf community and provide recommendations to government, public bodies, and service providers.

Our policy work is grounded in the UN Convention on the Rights of Persons with Disabilities (UNCRPD) and the recognition of Irish Sign Language (ISL) as an official language of the State under the ISL Act 2017. Each paper is developed through consultation with Deaf people, drawing on lived experience and expertise within the community.

The purpose of these policy papers is to:

  • Present clear, evidence-based positions on issues that impact the lives of Deaf people.

  • Support government and organisations in implementing inclusive practices and policies.

  • Raise awareness of the barriers faced by Deaf people in areas such as education, health, and employment.

  • Promote full participation and equal access for Deaf people in all areas of Irish society.

Current Policy Areas

Mental Health
The policy on mental health outlines the right of Deaf people to equal access to mental health supports and services. It emphasises that communication barriers and lack of ISL-fluent professionals often lead to exclusion from appropriate care. Deaf Education
The IDS policy on education highlights the urgent need for inclusive, high-quality education for Deaf learners at every level, from early childhood through to adult learning. It calls for bilingual education that recognises Irish Sign Language as a language of instruction, improved teacher training in ISL, and greater consultation with Deaf people in shaping education policy.
