History of The Irish Deaf Society

The Irish Deaf Society was founded in 1981 and was established by a group known as the "Wednesday Group" who met up every week since the late 1970s. The group were aware of the sub-standard treatment of Deaf people and they felt oppressed with the lack of accessible services available to them. 

In 1981, it was the United Nations International Year of the Disabled and Maura Buckley and Stan Foran (RIP) sought to establish the "Deaf Action Group" (DAG) to combat the discrimination that was rife in the community.

A series of monthly meetings took place with large attendances in what was probably the first arena for Deaf people to make their views known on Deaf matters and understand their rights in society. The DAG concluded that the main issues for the Deaf community at this time were about communication and access to information. The group put together resolutions which included campaigning for the adoption rights for the Deaf, more subtitles on the television, news for the Deaf to be improved, etc. 

By 1983,  the group became known as the Irish Deaf Society (IDS) and by 1985 had become a members of both the European Union of the Deaf and the World Federation of the Deaf.

1981

  • The Deaf Action Group was formed

1982

  • The Institute of Interpreters was set up to help improve interpreting services for the Deaf
  • 1st meeting with RTE to improve its news for the Deaf
  • Deaf Action Group changes its name to the Irish Council of the Deaf

1983

  • The Irish Council of the Deaf changes its name to the Irish Deaf Society
  • Stan Foran and Vivian Mulloy attended the World Federation of the Deaf 9th congress in Italy as observers.

1984

  • IDS attends the first ever seminar of Deaf organisations in the European Economic Community (now known as the EU)

1985

  • IDS joins the World Federation of the Deaf and the European Union of the Deaf
  • The IDS sets up the 1st Interpreter Training agency
  • The first ever seminar on "total communication" takes place on the 16th November
  • IDS attends the Broadcasting Future for the Deaf conference by the BBC
  • IDS hosts the first European Community Regional Secretariat (ECRS) committee meeting in Dublin

1986

  • An IDS working group made a formal request to the Department of Education to review the policy on education for Deaf children
  • IDS became affiliated to what is now known as the Disability Federation of Ireland.
  • The first Deaf Awareness Week was held in Arnotts Department store from the 26th-28th September
  • The Irish Deaf Youth Association is formed
  • At the 2nd annual ECRS meeting, calls were made to campaign to the EEC for official recognition of Signed Languages.

1987

  • Irish Deaf Journal has its first publication
  • IDS formally registered with the Revenue Commission as a charitable organisation
  • Clark Denmark gives a workshop "What is sign language and how is it taught?"
  • The Irish Sign Language and Interpreting Training Agency (ISLITA) sets up its first ISL class
  • The IDS participates in the St. Patricks Day parade
  • IDS participates as a delegate at the WFD for the 1st time.

1988

  • IDS opens its first office at 13 Christchurch Place
  • Peter Sutherland becomes patron of the IDS
  • IDS hosts its first national congress with the theme "A Change for the Better"
  • European Parliament recognises Sign language

1989

  • IDS attends the first Deaf Way conference at Gallaudet University
  • IDS organises a special education seminar at St. Patricks College, Dublin

1990

  • IDS moves offices to Carmichael House, Dublin 7
  • IDS hires staff via the FAS employment Scheme.

1991

  • IDS celebrates 10 years
  • The first female chairperson is Teresa Lynch
  • IDS organises a debate on the issue of signing in the classroom
  • The Department of Health and Children sponsors new Irish Sign Language posters
  • Planning begins with the ECRS and National Rehabilitation Board (NRB) for the future Horizon project
  • IDS hosts the European Festival of Deaf culture in Dublin

1992

  • Department of Social Welfare gives IDS a grant of €20,000 to purchase a non-voice electronic information system known as Minitel
  • IDS begins its campaign to set up a centre for Deaf studies
  • Horizon Irish Sign Language Interpreter Training Project at Trinity College Dublin is launched
  • IDS launched its Green Paper on Education for the Deaf
  • The Irish Deaf Women's Group was launched in September

1993

  • Open Forum for Deaf Women was held in July
  • WFD Committee visits Ireland during Deaf Awareness Week
  • IDS hosts the 2nd Annual National Congress "Understanding Human Rights of the Deaf"

1994

  • The European Community Regional Secretariat becomes known as the European Union of the Deaf
  • The 1st National Council meeting is held in December

1995

  • IDS Video Project is set up, employing 11 staff under the CE scheme
  • The Irish Deaf Electronics Association attends the EUD "Design For All" conference in Holland
  • EUD hosts a seminar "Equal Partnership in the Media" in Dublin

1996

  • IDS supports the Irish Society for the Prevention of  Cruelty to Children in launching a minicom telephone service for children.
  • IDYA celebrates its 10th anniversary in Athlone
  • The Irish Deaf Electronic Association conference and exhibition was held in February
  • Dept of Health officials visit the IDS
  • IDS buys its new offices at 30 Blessingon Street

1997

  • Irish Deaf Journal celebrates 10 years
  • IDS launches the "ABC of ISL" video which was also broadcast on RTE
  • IDS receives grants from the Arts Council, People In Need and The Department of Social, Community and Family Affairs totalling IR£58,000
  • The 3rd National Congress "Deaf Access: Towards the year 2000" is held in November
  • IDS hosts a national seminar "Bilingual Education for Deaf children"
  • President Mary Robinson invites the IDS to Aras An Uachtarian to mark the publication of "Breaking the Silence" by Edward Crean.
  • The first World Federation of the Deaf Junior Camp is held in Dublin

1998

  • The IDS hosts a Deaftronics Seminar
  • IDS receives a grant to set up a Deaf Women's Literacy Group
  • The Horizon Interpreting Course starts in Cork with 10 Interpreter trainees and 3 Deaf tutor trainees
  • Documentary "Angry Silence" has its showing  at the IFI
  • Irish Sign Link, the national agency for the provision of Sign Language Interpreters opens in Dublin 4
  • Link up, a literacy programme is established by the IDS
  • IDS launches its 2nd series of the "ABC of ISL"
  • Irish Sign Language was officially recognised in the Education Act on the 23rd December

1999

  • A EU Empowerment of Euro Deaf Seminar was held in Dublin and attended by Deaf people from Britain, Holland, Belgium, Sweden, Portugal, Spain and Ireland
  • M.J. Bienvenue gives a lecture on "Deaf Empowerment"
  • A Fulbright Scholarship was set up linking Trinity College Dublin and Gallaudet University

2000

  • IDS campaign on the Broadcasting Bill results in changes to provide limited access in the Broadcasting Act 2000
  • IDS gets contract to provide a teletext service called Deafinfo
  • IDS becomes a limited company by guarantee
  • Link Up gets a grant worth IR£607,000 for a five year project
  • IDS film "Everything is crazy" and "Babble" are broadcast on RTE
  • The Government announces the establishment of the Centre for Deaf Studies
  • Equal Status Act becomes Law

2001

  • IDS launches its new logo
  • President Mary McAleese launched the Centre for Deaf Studies
  • The Deaf Education Advisory committee is set up
  • The 4th National Congress "Our Language, Our culture" is held in Dublin
  • IDS hosts its 20th anniversary

2002

  • IDS hosts a broadcasting forum which is attended by the Broadcasting Authority of Ireland
  • The Model School for the Deaf project opens
  • IDS launches campaign to ensure Schools for the Deaf included in the Redress Bill
  • Deafway II is attended by over 20 Deaf people
  • "Is there poverty in the Deaf community" is launched
  • IDWG celebrates its 10th anniversary
  • 14 people do a china wall trek to raise €19,000 for the IDS
  • IDS receives a grant of €52,000 to continue its research on poverty in the Deaf community

2003

  • The IDS launches its new website, www.deaf.ie

2004

  • Deaforward, a new IDS project aimed at promoting Deaf advocacy is formally launched
  • The EUD holds it seminar and General Assembly in Dublin
  • The Deaf Access to Learning English Project (DALEP) is launched
  • 1st Summerfest is held this year

2005

  • 2nd Major fundraising event sees 10 people doing the peru trek to raise money for IDS
  • The 1st ISL Awareness Week happens this year along with the 1st ISL Parade
  • Linkup replaced by the Deaf Adult Literacy Services
  • DALEP launches its DVD "Understanding English through Irish Sign Language"
  • The 5th Congress happens in October "Technology and Deaf Culture: Are recent technological advances improving or killing Deaf Culture"
  • Irish Deaf News replaces the Irish Deaf Journal and becomes a bi monthly publication

2006

  • Irish Deaf Society celebrates 25 years
  • New Irish Sign Language Academy is set up with funding from the Department of Justice, Equality and Law Reform
  • IDS organises it largest ISL Awareness Week to date
  • 25th Anniversary Gala Ball happens in conjunction with the IDYA and Greenbow who are also celebrating anniversaries.
  • IDS held a national seminar "Reclaiming our language"

2007

  • New ISL recognition Campaign working group is established
  • Irish Association of Sign Language Interpreters is dissolved
  • IDS celebrates 20 years of its journal, now known as Irish Deaf News
  • WFD congress is held in Madrid, Spain.
  • Irish Sign Link is replaced with the Sign Language Interpreting Services

2008

  • IDS receives a grant from the Broadcasting Authority of Ireland to produce an 8-part series called "Sign up!"

2009

  • Irish Deaf News begins in June on youtube 

2010

  • At the 21st International Congress on the Education of the Deaf, the ICED makes its apology to the World Deaf community.
  • IDS sets up a training room at the IDS for its literacy classes
  • IDS receives anonymous 99k
  • Croke Park
  • IDS secures funding to translate the Murphy Report into Irish Sign Language

2011

  • IDS celebrates its 30 years anniversary
  • IDS opens its first charity shop in Phibsboro, Dublin
  • The Remote Interpreting Service Pilot is established
  • IDS launches the Guidebook
